ViDA and compliance

If your business sends or receives invoices to or from EU countries, ViDA affects you. Here's what's changing, and what staying compliant involves.

Sphere

What is ViDA?

ViDA is a legislative package by the European Commission designed to modernise the EU's VAT system for the digital age.

ViDA aims to combat VAT fraud, reduce administrative burdens, and simplify cross-border trade. It does this by introducing a mandatory e-invoicing and real-time reporting requirement for all cross-border B2B transactions in the EU. It also gives member states the green light to require e-invoicing for domestic transactions.

checklist_watermelon

What it requires?

Structured e-invoices and near real-time digital reporting for cross-border B2B transactions.
timeline_watermelon

What is the timeline?

Mandatory for cross-border transactions from July 2030. Domestic systems align with the EU standard by 2035.

What it triggers?

Member states can mandate domestic e-invoicing on their own timeline, which is why national rules are arriving before 2030 in several countries.

You don't have to wait for mandatory changes to take effect

Reaching compliance before the rules kick in isn't just about avoiding fines.
It also changes how invoicing works for you day to day.

1

Support for all common e-invoicing formats

Handling format issues across countries gets complicated fast. One connection through Inexchange covers Peppol and many of the local formats that different regulations may require.

2

Less manual invoice handling

Structured e-invoices remove the need to read, enter and reconcile the information that paper and PDF invoices demand.

3-1

Get ready before customers and regulations force you to change

Reaching compliance ahead of the deadline means you're ready whenever a customer, auditor or new national regulation requires a change.

4-1

Build it into your own product, if that's what you need

Software providers get the same coverage in a structured format through a partner API. It becomes something you offer your customers, not something each of them has to solve on their own.

Why this matters if you invoice across the EU

Do you invoice across EU borders? If so, ViDA applies to you. Your invoices will need to become structured, machine-readable files rather than PDFs, paper, or other unstructured formats. The VAT data behind them will need to reach tax authorities faster.

If you only invoice domestically, ViDA itself doesn't require anything from you yet. Your own country's rules might already.

This isn't optional. It isn't only for large companies either. It applies to any business doing cross-border B2B trade within the EU, regardless of size.

Not sure which mandates affect you?

ViDA sets the minimum requirement across the EU. Several countries have introduced, or are introducing, their own e-invoicing mandates on their own timelines. Some are well ahead of ViDA's own deadlines.

Belgium

B2B e-invoicing became mandatory on 1 January 2026, one of the earliest national deadlines in the EU.

Poland

KSeF, mandatory e-invoicing, is already live for large businesses, extending further through 2026.

Germany

B2B e-invoicing requirements are phasing in, with support for XRechnung and ZUGFeRD.

France

All businesses must now be able to receive e-invoices, and large and medium-sized businesses must also issue them, as of September 2026.

The Nordics

Finvoice and TEAPPSXML in Finland, Svefaktura and Peppol BIS in Sweden, EHF in Norway, and OIOUBL in Denmark, the region's core e-invoicing formats.

The rest of Europe

ViDA sets the direction for the whole EU, with country-by-country mandates following on similar timelines.

Two things. The first is issuing and receiving invoices in a structured format, which Peppol already covers. The second is getting transaction data to tax authorities on the required schedule, once the reporting requirement lands. If a national mandate applies to you already, compliance also means meeting that country's specific rules.

Not directly, not yet. The EU-wide cross-border requirement applies from July 2030. But a national mandate in your own country may apply sooner. Check your country status here.

ViDA is the legal requirement. Peppol is the network many businesses, including those connected through Inexchange, already use to meet the structured-format part of it.

No. It sits above them. It requires national systems to align with the EU standard by 2035

Not necessarily. Inexchange can convert invoices created however you already do them into the structured format required.

Nothing immediately, unless a mandate or a customer requires it. But the timeline is fixed. Businesses that adapt earlier avoid doing it under pressure later.
