The e-invoice in Europe
Since 2021, Serbia has been building a comprehensive electronic invoicing system. The e-invoicing law entered into force in May 2021 and as of May 1, 2022 and January 1, 2023, the use of the national system SEF - Sistem e-Faktura is mandatory for both the public sector and all businesses (B2G and B2B). From being mainly aimed at public authorities, it now covers in practice all taxable businesses, with requirements for structured XML invoices, digital archiving and VAT reporting.
Digital developments are moving fast and are accelerated by the ViDA reform, which makes e-invoicing mandatory for all cross-border transactions within the EU from July 2030.

Since May 2022, e-invoicing is mandatory in all transactions between businesses and public authorities in Serbia. Invoices must be sent and received via the central state system SEF (Sistem e-Faktura).
From January 2023, the requirement also applies between businesses. All taxable businesses must use the SEF platform to both issue and receive e-invoices, making Serbia one of the most comprehensive e-invoicing countries in the region.
E-invoices in Serbia must follow an XML-based structured format, UBL 2.1 RS CIUS, according to the national standard defined by the Ministry of Finance.
