The Peppol event in Brussels charts the course for the future

It has truly been a Peppol week with a capital P. On Tuesday and Wednesday (June 16–17), service providers, government agencies, and various experts in e-invoicing gathered in Brussels for the OpenPeppol Conference Europe.
The conference theme, “Shaping the Future of Interoperable Digital Commerce,” undeniably captured the essence of the ongoing transformation. Peppol is no longer just about exchanging invoices. It has become the foundation of a global digital infrastructure for business.

The need for scalable and future-proof integration solutions has never been greater. As companies and organizations face new cross-border reporting requirements and undergo inevitable automation, the strategy has shifted.
The focus is now on long-term scalability based on the principle “one connection – reach everyone!” The two-day conference clearly demonstrated how the discussion has shifted from purely technical issuessuch as functional, standardized transmission to policy, compliance, and digital commerce.

Harmonization Is a Must

OpenPeppol Secretary General André Hoddevik set the tone right away on day one with his keynote address on how e-invoicing intersects with e-reporting. The message was crystal clear: the future requires harmonization of e-invoicing, PINT (Peppol International Invoice), and initiatives such as the Peppol ViDA pilot to ensure reliable data exchange.
The fact that Peppol has outgrown its European framework was confirmed by Joanna Declerq Zelechowska, who presented an exciting new initiative in the United Arab Emirates (UAE). Meanwhile, Belgium led the way on its home turf; Wouter Bollaert from the Belgian Ministry of Finance presented the country’s concrete roadmap for the transition from mandatory e-invoicing to e-reporting.
A model that is predicted to become a European benchmark.
“With its e-invoicing mandate, which took effect in January, Belgium has really driven up volumes. We’ve seen exceptional growth from December of last year until now,” notes André Hoddevik.
Carmen Ciciriello of the European Commission also emphasized the EU’s strong commitment to digital interoperability. Although the ViDA regulations themselves do not require Peppol, the conference cemented the network’s role as the most mature framework for future VAT reporting.
Furthermore, insights from France’s implementation process, presented by Estelle Prunier and Cyrille Sautereau, underscored the importance of focusing on the actual implementation rather than fixating solely on regulations.

Working Group in the United Kingdom

But even though the ViDA implementation requires a rapid pace, the conference’s second day offered food for thought regarding the wisdom of rushing and choosing relatively untested solutions. The spotlight turned to the UK, which – by being relatively late to the game – discovered a key ingredient that early adopters had partly overlooked in their rush.
Namely, hindsight.
The UK’s strategy is to learn from the mistakes and successes of others. Instead of viewing e-invoicing solely as a tool for tax compliance, the British are aiming to create broader business value. By the time the law mandating e-invoicing takes effect in 2029, every aspect should be thoroughly examined.
Whether Peppol will be used as the platform has not yet been decided. The British government is expected to make a decision on this in its fall budget, but there are strong indications that this will be the case. OpenPeppol’s Chief Operating Officer, Lefteris Leontaridis, explained during the conference that he is working closely with the country’s tax and customs authority (HMRC).
“But the most important thing is that our members and service providers reached out to us and asked what they could do. So now we’ve created a working group with our members and HMRC as a participating party in the discussions,” says Lefteris Leontaridis, explaining in more detail:
“The goal is to identify the requirements of the British market and how Peppol can meet those conditions. Peppol is not unknown in the UK. We have a Peppol authority in the country, and it has been used quite frequently in the National Health Service (NHS). In terms of volume and traffic, Peppol has been among the top five for ten years.
“Provided that the UK chooses a decentralized model and an open ecosystem, which would be wise, Peppol will be a part of this,” predicts Lefteris Leontaridis.

The path is clear

Overall, the conference in Brussels made it clear that Peppol has taken on a new form. By incorporating areas such as logistics, eProcurement, digital identity, and network governance, the network has become a stable foundation for the digital commerce of the future.
The journey has only just begun, but the path toward a fully integrated, global, and frictionless market has been charted.

Billentis: e-invoices become the backbone of digital commerce

The e-invoice has matured to the point where it now fulfills far more tasks than just complying with digital rules. It is becoming the backbone of modern business transactions and a key building block of integrated digital commerce.
This is the conclusion of a new report, 'Riding the Tornado: A guide to mastering multinational e-invocation and compliance', just released by analyst firm Billentis and its owner and CEO, Marcus Laube.

Billentis, which has established itself as one of the industry's most influential independent voices for more than two decades, is behind the report. The annual study has grown into a barometer for the entire e-invoicing market and is widely cited by suppliers, authorities and businesses.
Founded by e-invoicing mogul Bruno Koch, Billentis was taken over in 2023 by Marcus Laube - founder of e-invoicing and payments company Crossinx - who broadened the analysis from pure e-invoicing to include compliance, finance, procurement and digital commerce.

Billions of invoices up sharply

Globally, around 560 billion invoices are exchanged every year. Of the approximately 300 billion B2B invoices, around 87 billion, or 29%, are expected to be electronic in 2026. The electronic volume is predicted to increase from 88 billion in 2026 to 107 billion in 2030, by which time e-invoices are expected to have become the dominant way of exchanging business data in most major economies.
The main driver is tax authorities. More and more countries are introducing mandatory e-invoicing and Continuous Transaction Control (CTC) models to close the tax gap. In the EU, the VAT in the Digital Age (ViDA) initiative is expected to generate up to €111 billion in additional VAT revenue while reducing compliance costs for businesses by around €41 billion.

Proactivity creates a head start

The report describes how the original 'e-invoicing tornado' is now growing into something bigger: Integrated Digital Trade (IDT). Structured business data connects buyers, suppliers, banks, logistics companies and governments, merging invoicing, tax reporting, purchasing and payments.
Artificial intelligence is highlighted as the next big enabler. From document management and data extraction to compliance monitoring and predictive analytics.
For businesses, this means increased complexity, but also great opportunities. Billentis warns against treating requirements as isolated country projects. Such initiatives, which are becoming increasingly common, risk leading to fragmented systems and rising costs.
Instead, he recommends centralized governance, harmonized processes and flexible technology that can handle multiple countries' regulations. Those who act proactively stand to gain in terms of lower costs, better data quality, stronger collaboration and a foundation for AI-driven automation.

Allan already feels at home in the new Inexchange!

As a true Dane, "Vi er røde, vi er hvide" has a special place in Allan Freiheit's heart, but now we know that he also enjoys wearing blue and white.
Allan is currently on tour with the companies that will form Europe's new powerhouse in the e-invoice market this fall. He dedicated Thursday to Inexchange. The welcome gift was appreciated - a genuine match shirt from IFK Skövde, which has played in the elite handball league in an unbroken series since 1990.

Behind the gift was Simon Strandell, who is commercial director at Inexchange and also youth coach at IFK Skövde Handboll. Simon deliberately targeted the jersey with the number seven on the back. That particular option has a connection to Allan. It is Jonas Samuelsson's shirt. Jonas, in turn, has been a professional in Aalborg Håndbold, which is the same as Allan's hometown.
Aalborg will continue to be Allan's base, but as CEO of the merger of Inexchange, Maventa, mySupply and efacto, he will have a home base consisting of offices spread throughout the Nordic region.

Impressed by the spirit

As for Skövde, this week's visit was like Allan's first visit to the city, placed two hours drive north east of Gothenburg, with about 60,000 inhabitants.
"It feels good to come here and meet the people who work here," he says immediately and elaborates:
"I really think it's important to meet people where they are so that we can talk directly to each other and they can get a sense of who I am. Because I'm going to be running a business with a lot of talented people, I want to get to know them in their local environment and see how they work together and how they work. It gives me a feel for the culture and the way of working."
"But it's not only important for me," he emphasizes. "I think it is also important for the journey we are embarking on that we understand each other."
What are your spontaneous impressions?
"I was at efacto yesterday (read: Wednesday) and I know the company I'm now CEO of, mySupply, from before. Inexchange is thus the third place in the order. What is really the common denominator is the open and non-judgmental tone. People seem to enjoy working together, there is a lot of joking and laughter. It's very easy to blend in. So my first impression is the openness and the positive attitude, also towards the merger, that I have been met with."
Allan thinks for a second and emphasizes:
"I am impressed. I think it's good that we seem to share a common culture. That is, the respect shown to each other, that we talk and laugh together and joke with each other within clear limits so that no one takes offense. That is the spirit I want. It's a spirit that I think can provide a good platform to build on."

"It will be a fantastic journey"

How exciting would you say this journey is that is now starting?
"It's very exciting. We have four companies that are individually very strong. They have achieved very good results in their home markets and have the same ambitions. Now we are creating this new organization, Inexchange. It's a brand new company starting from scratch. We have built it from the bottom up and will now try to grow it going forward. This is going to be a fantastic journey," says Allan, who is excited and full of confidence:
"We have a brilliant opportunity to do something great together. My feeling is that, let's say in three years' time, we will celebrate all that we have achieved. I'm really looking forward to that!"

France tightens requirements and we have the solution

France has its baguettes and its champagne and now comes the next mandatory element under the waving tricolor. The e-invoice.
On September 1, all companies in France will be required by law to accept e-invoices. The reform also affects foreign companies doing business within the borders of the French Republic, as several new conditions must be met.
But if you want to be flexible, you can get a pre-packaged version. Inexchange offers a complete solution to handle the French requirements.

"One of the changes brought about by the new legislation is that the invoice must be received by a domestic service provider certified by the French tax authority. We have established and ensured that link. This means that we can deliver invoices directly into the French system, without any detours, and ensure that the format requirements are met," explains Per Löfving, Key Account Manager at Inexchange.

The main content of the reform

But a few facts about the new French invoicing landscape won't get in the way.
Here's the broad outline of the reform:

The e-invoicing law:
September 1, 2026: All businesses will be able to receive e-invoices. Large companies, with more than 250 employees and a turnover of €50 million or a balance sheet of €43 million, must also start issuing e-invoices.
September 1, 2027: Medium and small businesses are also subject to the same legislation and must issue e-invoices.

Invoice model:
In the original plan, the tax authority's digital portal, the PPF, was to be the free exchange platform for invoices, following a Y model, but that structure was abandoned. It has become a five-cornered model instead, in which sellers and buyers are linked via their respective service providers and the tax authority's PPF serves as the fifth corner, but only receives reporting data and not the invoice file itself from the service provider.

Invoice format:
The three mandatory structured formats for the B2B mandate in France are
Factur-X (hybrid PDF with embedded XML), UBL 2.1 (pure XML) and UN/CEFACT CII - Cross Industry Invoice (pure XML). All three must comply with the European standard EN 16931 plus the addition of specific French fields.

The service Inexchange offers includes format conversion, secure distribution, status feedback and standardization.
Per Löfving is happy to elaborate on what that means in detail:
"In the conversion stage, we take the customer's invoice data and convert it into one of the mandatory French formats. Then the invoice is distributed directly to the recipient's service provider. We then feed back and pass on mandatory status updates from the French system to the customer. For example, notifications such as "received" and "integrated".
In terms of standardization, this refers to incoming invoices. Inexchange maps the French data to a uniform format - primarily Peppol BIS Billing 3.0 - in order to simplify the customer's handling.

Flexible service

This fall's major transformation in France will be something of a paradigm shift. It is the biggest change to the country's administrative sector in decades. Paper invoices and standard PDFs will no longer be valid for B2B transactions. At the same time, the journey has been long, with recurring delays. There has been a lot of dispute along the way, leading to repeated adjustments to the plan set out in 2024.
But now implementation is close. The French tax authority will not tolerate any more delays. It has even created a penalty model, to be approved in this year's Finance Bill, to ensure compliance. The penalties are steep - up to €50 per incorrect invoice with an annual cap of €15,000 and fines of €500 per transaction for incorrect e-filing.

French e-invoice lexicon:
DGFiP (Direction Générale des Finances Publiques) is the French tax authority.
PPF (Portail Public de Facturation) is the central platform of the tax authority and it serves as an address book (Annuaire) and a repository for tax reporting.
PA (Plateforme Agréée) is a private service provider certified by the French tax authority. Formerly called PDP (Plateforme de Dématérialisation Partenaire), it changed its name in February this year.

EU gears up for next generation e-invoicing

"Help shape future policy rules for e-invoicing."
The Global Exchange Network Association (GENA), the international association of e-invoicing operators, is sending this message to its members.
Because now is the time when things are really happening.
The European Commission is preparing a review of the EU e-invoicing framework and will revise the rules in the last quarter of the year.

The aim of the European Commission's revision of Directive 2014/55/EU is to improve harmonization and interoperability in e-invoicing and also to streamline processes and reduce administrative burdens for businesses operating across borders.
The update of the guidelines will ensure a forward-looking and fully interoperable framework that better supports both public administrations and businesses. Or more bluntly, the aim is to create a level playing field across the EU Single Market.
As an important part of the change in the rules for electronic invoicing, a public consultation was launched in March and will run until June 10. This is where the trade association GENA comes in. GENA recently invited its members - including Inexchange - to respond to the available questionnaire and provide practical comments and insights. The questionnaire is based on an EU study on payments in commercial transactions. Therefore, the questions also revolve around this. For example, about ongoing pilot projects measuring payment capabilities, possible challenges and difficulties, and what operational considerations you might want to mention regarding data collection and data sharing.

New ID tools

Incoming views will be considered and incorporated into a joint input with GENA as the sender, with the organization's established Public Policy and Compliance Working Group (PPCWG) already gathering ideas and suggestions on what the framework should look like.
At the same time, the PPCWG has been looking at other initiatives taken in the area of trust services, cross-border trade and payment data. Much is under development. Not least the emerging ecosystem around the EU digital wallet and corporate wallet can definitely be a game changer. With these tools, qualified e-signatures, e-stamps, time stamps and registered delivery will have a clear legal value.
The EU Digital Identity Wallet is expected to be available in all Member States by 2026. In Sweden, a fully deployed and certified solution is said to be in place by December and the first version will include an e-identification at the highest trust level.
The development of corporate wallets is still at an early stage, but tests are ongoing for tax, anti-money laundering (AML) and e-invoicing, among others.
GENA firmly believes that these types of ID tools are positive contributions to the ongoing digitization process: "The benefits are tangible: strong authentication, legally valid signatures at low cost, and easier access to verified data for KYC, for example," the organization writes.

Several ongoing tracks

The picture that emerges right now, if we dare to summarize, is that several tracks meet. The review of the e-invoicing directive, the ViDA initiative and the new wallet solutions are all driving in the same direction: simpler cross-border trade and less duplication.
Much remains to be decided this year, which is why it is worth following developments closely. For those involved in invoicing, payments or digital trade, there are good reasons to review their own processes now - what is decided in Brussels will be felt in everyday life.

Norwegian legal requirement for e-invoices from 2027

The Norwegian government is stepping up the pace of digitalization.
A new bill proposes mandatory e-invoicing between companies from 2027 and fully digital accounting by 2030.
The reform is expected to save billions while making financial crime more difficult.

In an official announcement, the Norwegian government says it now wants to legislate for digital processes in business. The proposal means that all companies with an accounting obligation must send e-invoices to each other by January 1, 2027. Three years later, in 2030, the requirement for fully digital accounting will also be implemented.
The socio-economic benefits of the initiative are estimated at a staggering NOK 10 billion over a 20-year period.
"We will ensure that companies can spend more time on what creates value and less on administration and unnecessary reporting," says Norwegian Prime Minister Jonas Gahr Støre, Labor Party (Ap).

Bringing forward requirements

Although Norwegian businesses are already at the forefront of digitalization, much work is still done manually. This is an inefficiency that the government now wants to eliminate.
Interestingly, it has chosen to bring forward the e-invoice requirement by one year, from the original proposal of 2028 to 2027.
Finance Minister Jens Stoltenberg (Ap) justifies the decision by saying that the market is already mature.
"The digital maturity of the business sector is high and there is a wide range of digital solutions. This means that we can introduce the requirement earlier than planned," he says.

A weapon against crime

Beyond the purely financial and administrative benefits, the reform is seen as an important tool against financial crime. "Digital systems create an unbroken chain that is much easier for authorities to trace. The risk of manual errors is reduced, while transparency in transaction flows increases.
Minister for Enterprise and Innovation Cecilie Myrseth ( Ap) emphasizes that standardization is the key to success:
"Legal requirements are necessary to get everyone on board. The more people who digitize, the greater the overall benefit for both companies and society at large."

Exemptions and future outlook

In principle, the proposal covers all businesses with an accounting obligation, from limited companies to foundations and sole traders. However, the Directorate of Taxes has been tasked with investigating certain exemptions, for example for small businesses with a turnover of less than NOK 50 000.
At the same time, they are already looking ahead. The Directorate of Taxes will now investigate whether similar requirements should be introduced for B2C invoicing and digitalization of receipt management. The investigation for the next step is expected to be completed in December.

Exsitec creates environmental benefits together with customers

The Inexchange Environmental Award for 2025 goes to the IT consulting company Exsitec.
The award is proof that Exsitec weighs the environmental perspective into a larger whole. The motivation states that the winner has found the formula that "a digitized customer is a sustainable customer."
"We want to give customers a simpler everyday life. With greater efficiency, the environment is also a winner," says Erik Ahlepil, Delivery Unit Manager Spend Management at Exsitec.

Exsitec is an IT consulting company that sells, implements and supports various types of IT solutions. The primary target group is medium-sized companies in the Nordic region. The company operates in Sweden, Norway, Denmark and Finland.
"Our business concept is to digitize our customers' everyday lives and make them easier and more fun through good system support," says Erik Ahlepil, who, like hundreds of Exsitec's approximately 450 employees in Sweden, works in the Gothenburg office.
It is also in Gothenburg that the environmental award is presented. Inexchange set up the award in 2014 with the aim of encouraging good initiatives that reduce the environmental footprint. In this case, the e-invoice is a role model thanks to reduced paper consumption and lower carbon dioxide emissions.

Efficient and environmentally friendly

"This lower paper consumption is of course positive, but what we mainly see today is that customers are switching from PDF to e-invoices and getting safer and smoother workflows. Simplification means a lot. It frees up time and reduces the burden. This is also where social sustainability comes into play," says Erik Ahlepil.
Exsitec has chosen to structure its environmental work within the framework of a so-called sustainability year with three focus periods based on humanity, climate and entrepreneurship. This creates a circular system with clear areas and topics that ensure that environmental considerations are always present.

Holistic approach

Johan Lindblad, Partner Account Manager at Inexchange, emphasizes that the holistic approach we are talking about, for customers' invoicing but also at a higher level, weighed heavily in the choice of recipients of the 2025 edition of the environmental award.
"Exsitec takes active environmental responsibility across the board and, through its solutions, also gets customers to follow the marked path. It feels important to reward," says Johan and adds:
"It's also fun to give the award to a partner of ours. We've done it once before and now it's happening again. Our partnerships are a central part of our business. The relationship with Exsitec shows what strong values are created by working and developing together."

This is the motivation for Exsitec receiving the Environmental Award 2025:
"With a deep understanding of how modern technology can reduce the environmental footprint, Exsitec has successfully increased the proportion of digital business documents in its deliveries during the year.
